Why the return to office numbers disagree
- Policy is not attendance
- Flex Index and JLL report what organisations require. Kastle counts badge swipes, and Gallup and WFH Research ask workers what they actually did. People often come in less than the rule says, and a mandate with an exceptions process reads as stricter on paper than in the building.
- Different denominators
- Flex Index counts companies, so thousands of small, fully flexible firms weigh as much as one bank. Gallup asks only remote-capable employees. WFH Research covers all workers, including the many who can never work from home, which pulls its share down.
- Different buildings and places
- Kastle's barometer covers buildings that use Kastle access control in ten US metros, measured against a pre-2020 baseline. It says nothing about offices outside those buildings or outside the US.
- Different clocks
- Kastle publishes weekly, WFH Research monthly, Gallup and JLL a few times a year, and Flex Index stopped publishing after its Q3 2025 report while LSE prepares the dataset. Compare figures from the same period where you can.
Where did Flex Index go?
Flex Index was run by Scoop and later Work Forward. In August 2026 its data moved to researchers at the London School of Economics (LSE) and IE University, and flexindex.com now redirects to a handover note. LSE hosts the archive of quarterly Flex Reports. If you linked to Flex Index for current figures, the figures on this page are sourced and dated, and the original reports are on the LSE site. Methodology
Every figure in the index comes from one of these sources:
- The company's own website, newsroom or careers pages.
- The company's own job ads, read from its public applicant tracking system feed (Greenhouse, Lever, Ashby). We count the ads that state office days and show the most common figure, the number of ads and the date.
- A publicly announced mandate reported in the press, always with a link to the report.
- Survey replies, once we run the survey: a company is named only if two independent replies agree or the company confirms.
- The company itself, through the correction route below.
We never use:
- Job portals and aggregators.
- Data brokers built on LinkedIn profiles.
- Government job feeds.
- Other trackers, including the archived Flex Index pages. We use them only as leads and always cite the primary source.
- Anything DoneThat's own users do. The index never touches product data.
- Office days
- The minimum number of days a week the rule requires. A range such as 2–3 days counts as 2 in the averages. A rule written as a share of time (60%) is converted to days (3).
- No set days
- Remote-first employers and employers whose rule leaves attendance to the team count as 0 in the distribution and are left out of the average required days.
- Scope
- Many rules cover one country or staff group, for example US corporate staff near an office. We state who the rule covers. A job-ad figure describes the roles a company advertises, not a company-wide policy.
- Which entries count
- Company, division and country rules always count in the headline figures. Job-ad figures count only at medium or high confidence: at least three ads stating office days, at least 15% of the company's office-based ads, and most of them agreeing. A handful of ads for one lab or one office is listed, but not counted.
- Confidence
- High: the company's own statement (its website, or at least ten of its job ads saying the same thing), or a dated mandate reported by more than one outlet. Medium: an older or single report, or three or more agreeing job ads. Low: anything thinner. Low-confidence job-ad entries are listed but not counted.
- Freshness
- Each entry shows the date a person last checked its source. We recheck mandates when companies announce changes and job ads monthly.
