Quality means a cited clause, not a finished-looking PDF

A quality-assembled policy pack is a set of clauses, schedules, declarations, and endorsements in which every filled clause cites the bind field that supplied the variable and the form library version that supplied the wording. If a required form is not in that library version, the slot stays empty. Issuance still sends. Assembly does not auto-issue. Assembly does not invent a manuscript clause to close a gap.

That bar is operational, not cosmetic. A clean PDF with matching fonts can still be a quality failure if a paragraph has no form cite, if the pack is treated as issued because it looks complete, or if a missing endorsement was filled with generated manuscript language. Those three failure modes break the thread between what was bound and what was printed.

Policy admin platforms such as Guidewire, Duck Creek, Sapiens, and Majesco already hold bind records, form schedules, and library versions. Assembly sits on top of that class of systems. It does not replace their issuance step. What you need from them is the same everywhere: structured bind data, a pinned form library version, and a send path that only issuance owns.

Before you assemble, confirm that bind already passed whatever regulatory compliance check at bind your desk requires for the jurisdiction and line. Assembly is not a substitute for that check. It is a document build from data you have already accepted.

Load bind data against a pinned form library version

Load the bind record and the form library as a pair. Do not load "the latest library" in one environment and last week's bind payload in another. Pin both: the bind identifier (or the snapshot of fields at bind) and the library version that was in force for that state, company, and effective date.

The bind payload should include every field the forms will consume: named insured, period, limits, deductibles, locations, form schedule, and any manuscript flags underwriting already set. If a field is empty on the bind, it stays empty on the page. Do not backfill from the quote worksheet, the broker email, or a previous policy unless that source is itself a cited bind field.

The form library load is equally strict. Pull the exact edition of each scheduled form and endorsement, including declarations and schedules that are themselves versioned. Record the library version on every assembled clause. A clause that cites "CG 00 01" without a library version is not cited.

If the bind lists a form that the pinned library does not contain, do not silently swap a neighbor edition, a prior year's form, or a "close enough" company manuscript. That swap is invention with a form number attached. Leave the slot empty and surface the miss on the assembly exception list so issuance can see it.

For non-admitted or broker-of-record wording that is not in the library at all, stop assembling that coverage and send it through non-standard coverage routing. Assembly is for library forms plus bind variables. It is not a manuscript shop.

Assemble the pack with cites and keep missing forms blank

Assemble in this order: declarations, base policy wording, schedules, then endorsements. Each filled block carries two cites: the bind field (or fields) that supplied the variable text, and the form library version that supplied the static wording. Variable text includes names, addresses, limits, deductibles, locations, and schedule items. Static wording is the filed or company form language.

Leave blanks. Empty bind fields produce empty variables. Missing required forms produce empty slots in the pack, plus an exception, not a guessed paragraph. The pack can still go to issuance with holes. Completeness is issuance's call, not the model's.

Do not write a clause that has no form cite. If the model cannot point to a library form and version, it does not emit the sentence. "Sounds like ISO" is not a cite. A paraphrase of CG 20 10 is not CG 20 10. An uncited clause is the first failure mode, and it is the one that survives visual review because the language reads as insurance.

When an endorsement needs new language rather than a fill-in on a library form, do not assemble it here. Hand that work to endorsement language drafting, then bring the approved, versioned text back into the library before it appears in a pack.

Illustrative example: designated premises form missing from the library

A commercial general liability bind for a two-location retailer. The bind record carries named insured, policy period, limits, both locations, and a form schedule that lists the jurisdiction's CG 00 01 plus a designated premises endorsement. The library version pinned for that company, state, and effective date includes CG 00 01 and the declarations jacket. It does not include the designated premises form.

Correct assembly fills the declarations and CG 00 01. Each limit, location, and named-insured line cites the bind field. Each static paragraph cites the library version. The designated premises slot stays empty. The exception list names the missing form and the library version that was searched. Issuance still receives the pack and decides whether to hold, substitute a filed form, or send back to underwriting.

Incorrect assembly does any of the following: drafts a one-off designated premises paragraph so the pack "looks done"; pulls a designated premises form from a different library version without changing the pin; or drops an uncited premises limitation into the CG 00 01 jacket. All three invent or uncite.

Stop when the model would invent, issue, or skip a cite

Treat three behaviors as hard stops, not review comments.

A clause with no form cite does not ship. Delete it or attach the library version. If neither is possible, leave the parent slot empty.

Treating the assembled pack as issued is a process failure, not a wording failure. Assembly produces a draft pack and an exception list. Status stays unissued until issuance sends. Do not stamp policy numbers live or trigger insured-facing delivery because the documents rendered. A finished-looking pack is still a draft.

Inventing a manuscript clause is the third stop. If the bind needs wording that is not in the pinned library, the model does not compose it. Empty stays empty. Route to underwriting, surplus, or endorsement language drafting. A generated "manuscript" that nobody filed, nobody numbered, and nobody approved is not a manuscript. It is uncited text with confidence.

These stops apply to tiny gaps too: a deductible on the quote but not the bind, an additional insured form listed by acronym only.

Issuance sends the pack; nothing here is live until they do

Issuance sends. That sentence is the control. Assembly can render, cite, and flag. It cannot bind the company to the paper by sending it.

Hand issuance a pack that includes: the assembled documents, the bind identifier, the form library version, the cite map (clause to bind field and library version), and the empty-slot exception list. Issuance decides whether to send, hold, or bounce. If they send with empty required slots, that is an issuance decision you can audit. If the model auto-sends, you cannot tell a deliberate hold from a silent gap fill.

After send, issuance accuracy verification compares the issued pack to the bind and the same library version. Assembly quality is "every filled clause is cited, and every missing form stayed empty." Verification quality is "what went out matches what was bound." Do not collapse those two checks into one review.

If verification finds a mismatch, open the cite map before you open the PDF. The map tells you whether the error is a bind field, a library pin, or an uncited insert. Fix the source, reassemble, and let issuance send again. Do not patch the PDF.
